A Ghanaian pastor and 14 others have been arrested in Vaughan following a major fraud investigation into funds meant to support vulnerable residents. The arrests came after a year-long probe by the York Regional Police, which uncovered an alleged coordinated scheme targeting the Homeless Prevention Program.

Key suspects include Isaac Oppong, identified as the principal suspect, along with Richard Owusu and Christiana Oppong. Authorities say the group faces multiple charges, including fraud, identity theft, money laundering, and conspiracy.

The investigation, dubbed Project Great One, revealed that between January and December 2024, false and misleading applications were submitted to the housing support programme, leading to an estimated $99,600 in fraudulent claims. Police believe the operation involved a network of individuals working together over time to exploit the system.

Investigators allege that Oppong, who previously served as a pastor at Miracle Arena for All Nations, used his position to recruit others into the scheme. Officials warn that such fraudulent activities place strain on social support systems and reduce resources available to individuals genuinely in need.

Authorities say investigations are ongoing and have urged the public to provide any information that could assist in uncovering the full scope of the alleged operation.
