Finance Minister Dr. Cassiel Ato Forson has dismissed claims of a disagreement between the Ministry of Finance and the Ministry of Food and Agriculture over funding allocations, saying the differing figures reflect a misunderstanding between budget releases and actual cash payments.
The clarification follows debate over the 2026 Mid-Year Budget Review, after the Ministry of Finance reported releasing GH¢1.677 billion, about 85% of the agriculture sector’s budget for goods, services and capital expenditure in the first half of the year. The Agriculture Ministry, however, indicated that it had received about GH¢910 million in cash during the same period.
Dr. Forson explained that budget releases approved by the Ministry of Finance do not necessarily translate into immediate cash disbursements, stressing that the two figures represent different stages of Ghana’s public financial management process.
He maintained that there is no dispute between the two ministries, adding that officials have since met to clarify the figures and harmonise their understanding of the funding process.
