State prosecutors have announced plans to amend the charge sheet against former Executive Director of the National Service Authority, Osei Assibey Antwi, in the high-profile ‘ghost names’ corruption case.

During proceedings on Tuesday, February 17, the prosecution told the court that a performance audit submitted to the Office of the Attorney-General of Ghana had revealed the need to revise the original charge sheet.

Mr Assibey Antwi is standing trial over allegations that he authorised the payment of about GH¢500.8 million in allowances to more than 60,000 non-existent national service personnel and diverted a further GH¢106 million from the Authority’s Kumawu Farm Project for personal use.

He has pleaded not guilty to 14 counts, including causing financial loss to the state, stealing and money laundering.

The court granted the prosecution a short adjournment to enable it to amend and replace the earlier charge sheet, after which the former NSA boss will be required to take a fresh plea. The case has been adjourned to Tuesday, February 25.

Mr Assibey Antwi was initially granted bail in October 2025 in the sum of GH¢800 million with six sureties, each justified by landed property, by presiding judge Kizita Naa Koowa Quarshie. Following an application by his lawyers, the court later reviewed the bail terms in December 2025 to GH¢120 million with two sureties.
