The Civil and Local Government Staff Association of Ghana (CLOGSAG) has announced a nationwide strike effective Monday, March 9, 2026, over the government’s failure to implement a previously agreed-upon salary structure and improved conditions of service.
The industrial action, which involves over 60,000 members, is expected to halt administrative operations within both the Civil and Local Government Services across the country.
Speaking at a press conference in Accra on March 5, CLOGSAG Executive Secretary Isaac Bampoe Addo directed all members to withdraw their services indefinitely.
“Stay at home until further notice. This is a notice to all members of the Civil and Local Government Staff Association of Ghana,” he stated.
According to Mr. Bampoe Addo, the National Executive Council issued a prior notice of intent to strike on February 19, 2026, following a breakdown in negotiations.
“As you are aware, the National Executive Council of CLOGSAG on Thursday, February 19, 2026, gave notice of the intention of its members to proceed on an industrial action. The issues remain unresolved and as a result, all staff of the Civil Service and Local Government Service are enjoined to stay at home with effect from Monday, March 9, 2026, until further notice,” he added.

Unmet Agreements and Selective Implementation
The union expressed frustration that a salary framework finalized in 2023 remains unimplemented despite multiple engagements with the government, including discussions held during the recent transition period.
Mr. Bampoe Addo noted that although the Minister for Labour promised a resolution during his parliamentary vetting, no tangible prBampoe Addoogress has been made.
“As at now, nothing fruitful has come out. We must make it clear that this issue we are talking about was discussed at the transition team and government is aware,” he said.
The association also criticized the former Finance Minister for what they described as a selective and unfair application of the 2023 agreement.
“In 2023 when we discussed and agreed on the implementation, Ken Ofori-Atta decided to implement it for some staff at the Finance Ministry, leaving the rest of all civil servants in a bad situation, and that is very bad,” the Executive Secretary remarked.
Terms for Resumption
CLOGSAG has maintained that the industrial action will persist until the government fulfills the 2023 agreement in its entirety for all members.
“The only thing that can let us rescind this decision is for government to implement the agreement,” Mr. Bampoe Addo concluded.
