The Ghana Union of Traders Association (GUTA), together with freight forwarding and business groups, has suspended its planned strike following concessions from the government over the controversial Publican AI trade valuation system.

The decision was reached after high-level talks between the Joint Business Forum, the Ministry of Finance Ghana, and the Ghana Revenue Authority on April 16, 2026. The meeting was convened in response to widespread concerns about the system’s impact on customs valuation and trade operations.

As part of the agreement, the government approved the reinstatement of the previous valuation appeals process, with a commitment to resolve disputes within 24 hours. It also agreed to expand the appeals committee from six to twelve members and to collaborate with stakeholders in establishing a multi-party oversight committee.

However, authorities declined to suspend the Publican AI system and resisted calls for full disclosure of its contractual details, instead allowing trade representatives to engage directly with system operators.

While acknowledging that some concerns remain unresolved, the coalition described the outcome as progress and emphasised that the suspension of the strike is temporary, pending further negotiations.
