Minister for Roads and Highways, Kwame Governs Agbodza, has defended the use of general items in road contracts, saying the allocations are necessary to keep agencies under the ministry functioning efficiently and to improve service delivery.
He made the remarks during an inspection of the Ghana Highways Authority North East Regional Office on Sunday, May 24, 2026, where he rejected claims that the expenditures were wasteful.
Agbodza explained that the office facility visited was constructed using funds generated through general items in road contracts, adding that several projects were still completed despite the country’s economic challenges between 2022 and 2024.
He noted that staff of the Ghana Highways Authority and other agencies deserve proper working conditions, given the technical and demanding nature of their responsibilities, similar to other key public sector institutions.
He also justified the provision of official vehicles for field operations, stating that engineers and officials travel long distances across the country to inspect and supervise road projects.
According to him, the vehicles are essential operational tools rather than luxury assets due to the extensive travel requirements of the job.
Agbodza reaffirmed the ministry’s commitment to accountability and prudent use of public funds, stressing that every cedi spent is directed toward improving infrastructure and enhancing service delivery.
